What it means
A sentence group of equal partners: no sentence is the main one. They stand side by side, follow in order, build up, or offer alternatives.
How it is built
Sentence 1。Signpost，sentence 2。并列 同时／此外／另外; 承接 首先／接着／最后; 递进 不仅如此／更重要的是; 选择 或者／要么…要么…: 接着，国务院编制纲要 (Next, the State Council drafts the Outline).
When to use it
Policy documents and reports are built this way, often numbering points 一是…二是…三是…. Compare 偏正关系句群, where one sentence carries the point and the others support it.
Watch out
Do not join equal items with 所以 or 但是, which signal cause or contrast, or start every sentence with 然后 in writing. The signpost opens the next sentence and usually takes a comma.
Examples
各省、市、县因地制宜，编制本地的五年规划；同时，能源、交通等领域另有专项规划。此外，一些新政策会先在少数地方试点。
Provinces, cities and counties draw up five-year plans of their own to suit local conditions; at the same time, fields such as energy and transport have special plans. Besides this, some new policies are first piloted in a few places.
先由中央全会通过《建议》。接着，国务院编制《纲要（草案）》。最后，全国人大审议批准。
First a plenary session of the Central Committee adopts the Proposals. Next, the State Council drafts the Outline. Finally, the National People’s Congress reviews and approves it.
今年的工作重点，一是稳就业，二是保民生，三是促发展。不仅如此，还要为下一个五年规划做好准备。
This year’s priorities are, first, to keep jobs steady, second, to protect people’s livelihoods and, third, to promote growth. More than that, the ground must be prepared for the next five-year plan.
