What it means
On the basis of; building on. Names what a next step builds on: research, an earlier plan, a draft, an agreement.
How it is built
在 + noun / action +（的）基础上，next step: 起草组在广泛征求意见的基础上，形成了纲要草案 (Building on a wide consultation, the drafting group produced the draft Outline).
When to use it
Formal writing and reports; 的 is usually written after a longer phrase. 在此基础上 (on this basis) opens a sentence and links it to the one before. In conversation people say 先…再….
Watch out
Keep the whole frame: ✗ 在调研的基础 ✓ 在调研的基础上; do not drop 在 at the start of a sentence. Use 上, not 中 or 里.
Examples
在广泛调研、凝聚共识的基础上，中共中央先提出关于制定规划的《建议》。
On the basis of wide research and consensus-building, the Party Central Committee first puts forward its Proposals for the plan.
起草组在广泛征求意见的基础上，形成了纲要草案。
Building on a wide consultation, the drafting group produced the draft Outline.
双方先在价格上达成一致，在此基础上再商讨合作的细节。
The two sides will first agree on price, and on that basis go on to discuss the details of working together.
