How it is built
Plan／measure／text + 旨在 + goal (a verb phrase): 这次改革旨在减轻学生的负担 (This reform is aimed at lightening pupils’ load).
When to use it
Formal; common in news, policy papers and abstracts. The spoken version is 目的是…. 为了 works with any subject; 旨在 describes the purpose of a thing.
Watch out
The subject is a plan, measure or text, never a person: ✗ 我旨在学好中文 ✓ 我的目的是学好中文; ✓ 这门课旨在提高口语水平.
