What it means
As far as … is concerned; in terms of: limits the claim that follows to one aspect.
How it is built
就 + aspect + 而言／来说，judgement: 就目前的情况而言，我们还不能下结论 (As things stand, we cannot yet draw a conclusion).
When to use it
Formal; common in reports and news, with 就…来说 as the lighter version. 对…而言 is “for (a person)”: 对我而言. 一般而言 and 总的来说 mean “generally speaking”.
Watch out
Put an aspect in the slot, not a whole clause: ✗ 就价格很贵而言 ✓ 就价格而言，这款手机很有优势. Don’t drop the closing word: ✗ 就价格，… ✓ 就价格而言，….
