What it means
Reporters' source markers. 据悉: 'it is understood' (learned from a trusted, unnamed source). 据称: 'it is claimed' (passing on a claim while keeping its distance).
How it is built
据悉／据称 + ， + news: 据悉，涉事食堂已经停业整改 (it is understood the canteen has closed for an overhaul). 据称 can also follow the subject: 该男子据称…. Named source: 据 + source + 称／介绍／透露.
When to use it
据 = according to, 悉 = learn, 称 = state. 据称 is often followed by 但……尚未证实. With a named source: 据警方介绍, 据知情人透露. In speech: 听说, 据说.
Watch out
No subject before 据悉: ✗ 记者据悉 ✓ 据记者了解 or 记者了解到. 据称 only reports a claim, so don't use it for a confirmed fact.
