What it means
“According to …; it is said or reported that …”: names where a piece of information comes from.
How it is built
据 + source (+ 说／报道／统计／了解)，content: 据气象台预报，明天下午有大雨 (according to the weather service, heavy rain tomorrow afternoon). 据说 alone = “it is said”.
When to use it
据 is the written form of 根据 for sources: 据报道, 据统计, 据他说 (according to him). 据说 names no source and is everyday: 据说他已经走了 (he is said to have left).
Watch out
据 cites information, not opinion: ✗ 据我的意见 ✓ 在我看来／我认为. 据我所知 (as far as I know) is fine.

According to the fourth national survey, there are 1,864 wild pandas.
据气象台预报，明天下午有大雨。
According to the weather service, there will be heavy rain tomorrow afternoon.
据说这家饭馆已经开了一百多年了。
This restaurant is said to have been open for over a hundred years.
