What it means
In view of; given that: cites an existing situation as the basis for a decision or measure.
How it is built
鉴于 + existing situation，decision or measure: 鉴于天气恶劣，比赛推迟举行 (In view of the bad weather, the match is postponed). 鉴于此 = in view of this.
When to use it
Formal, at the head of the sentence; common in notices and official decisions. 由于 and 因为 give general causes; 鉴于 grounds a choice someone makes.
Watch out
What follows is a decision, not just a natural result: ✗ 鉴于天气冷，我感冒了 ✓ 由于天气冷，我感冒了.
Examples
鉴于这些争议，中国开始强调“小而美”的项目。
In view of these disputes, China began to stress “small and beautiful” projects.
鉴于天气恶劣，比赛推迟举行。
In view of the bad weather, the match is postponed.
