What it means
“Judging from, seen from”: bases a judgement on evidence or on a point of view.
How it is built
从 + evidence/angle + 来看，judgement: 从他的口音来看，他应该是南方人 (judging by his accent, he must be from the south). Also 从长远来看, 从表面上来看.
When to use it
来 can be dropped (从…看), and 上 often follows the noun. The slot is evidence (数字, 情况, 成绩) or an angle (长远, 目前, 整体); the judgement often has 应该, 可能 or 说明.
Watch out
The slot cannot simply be a person; for whose opinion it is, use 在…看来: ✗ 从我来看 ✓ 在我看来.
Examples
从这些数字来看，说中国乒乓球几乎战无不胜，一点儿也不过分。
Judging from these figures, it is no exaggeration to call Chinese table tennis all but invincible.
从他的口音来看，他应该是南方人。
Judging by his accent, he must be from the south.
从长远来看，学好外语对找工作很有帮助。
