What it means
“As for …”: moves from the topic just discussed to a related one.
How it is built
Earlier topic。至于 + new topic，comment: 我只负责做饭，至于洗碗，那是你的事 (I only do the cooking. As for the washing-up, that is your job).
When to use it
至于 needs an earlier topic to move away from. 关于 simply names what something is about and can open a text: 关于这个问题….
Watch out
Don’t open a conversation with 至于: there must be a topic before it. And 不至于 means something else: “it would not go that far”.

至于哪个菜系最好吃，那就众口难调了。
As for which cuisine is best, tastes differ.
我只负责做饭，至于洗碗，那是你的事。
I only do the cooking. As for the washing-up, that is your job.
