Structure
A + 有赖于 + B
What it means
Says that A happens, or can happen, only thanks to B: it credits what makes something possible.
How it is built
A + (很大程度上/主要/还) + 有赖于 + noun phrase B: 疾病能否早发现,很大程度上有赖于定期体检 (Catching illness early depends largely on regular check-ups).
