What it means
'Who gets it?!': an online cry for sympathy after describing a frustrating or relatable moment. It is not a real question.
How it is built
Feeling or situation + 谁懂啊！ or 家人们谁懂啊！: 周一早上的地铁，谁懂啊！ (the metro on a Monday morning, who gets it?!). 家人们 ('family') adds a livestream feel.
When to use it
Internet and casual chat only. Other pseudo-questions: 不是吧？ (surely not), 就这？ (is that all?), 有没有一种可能… (has it occurred to you that …: sarcastic).
Watch out
Nobody expects an answer: it invites 'same here!'. Keep it for friends and social media; in a work email or essay it sounds silly. 就这？ can sound rude face to face.
