Structure
就 问题／话题 ＋ 发表看法／回答提问／交换意见／进行讨论
What it means
On, regarding: as a preposition, 就 names the topic of something said or discussed. It is the 就 of 就…而言 (lesson 5-1).
How it is built
就 + topic + verb of speaking (发表看法, 回答提问, 交换意见, 达成协议): 几位专家就明年的房价发表了看法 (Several experts gave their views on next year’s house prices).
When to use it
News, meetings and diplomacy; in everyday speech 关于 or 对 is more common. 关于 can head a title (关于…的通知) or join a noun with 的 (关于人口的报道); 就 can do neither.
Watch out
A verb of speaking or discussing must follow. Don’t read it as the adverb 就 (“then; just”): in 就这个问题回答提问 it sits before a noun phrase, not a verb.
Examples
双方就合作中出现的问题坦率地交换了意见。
The two sides had a frank exchange of views on the problems that had come up in their cooperation.
会上，几位专家就明年的房价发表了看法。
At the meeting several experts gave their views on house prices next year.
请大家就这个方案提出修改意见。
