What it means
And, as well as (formal). 及 joins nouns in a list; 以及 can also join longer phrases or even a clause.
How it is built
A、B + 及 + C (+ 等): 会议讨论了就业、物价及人口等问题 (The meeting discussed jobs, prices, population and other matters). 以及 can follow a comma: …，以及今后的打算.
When to use it
Both are written register; in speech say 和. 以及 (lesson 1-21) is the freer of the two; 及其 means “and its” (5-2).
Watch out
Don’t put 及 between verbs or clauses: ✗讨论及通过 ✓讨论并通过了方案. And use it once, before the last item, not between every item.
Examples
会议讨论了就业、物价及人口等问题。
The meeting discussed jobs, prices, population and other matters.
报名时请带上身份证、户口簿以及两张照片。
When you register, please bring your ID card and household register, as well as two photographs.
他介绍了公司这几年的发展，以及今后的打算。
He described how the company had grown in recent years, as well as its plans for the future.
