Structure
（对 + 对象） + 进行 + 双音节动词
What it means
进行 means “carry out, conduct”, but it adds no meaning of its own: 进行讨论 = 讨论. It just makes the sentence sound formal.
How it is built
(对 + target) + 进行 + two-syllable verb: 代表们对新规定进行了讨论 (the delegates discussed the new rule). 学校下个月进行考试 (the school holds its exams next month).
When to use it
For the news, reports and work. In everyday chat use the plain verb: 我们讨论一下, 我们吃饭吧.
Watch out
The verb must have two syllables and takes no object; bring the object in with 对: ✗ 进行讨论这个问题 ✓ 对这个问题进行讨论. ✗ 进行谈 ✗ 我们进行吃饭吧.
