Structure
尽管 事实 ， 但是／还是／仍然 结果
What it means
“Although (it is a fact that) …, still …”: concedes a real fact, like a stronger 虽然.
How it is built
尽管 + fact，但是／还是／仍然 + result: 尽管身体不舒服，他还是来上班了 (Although he was unwell, he still came to work).
When to use it
Use it for real facts, like 虽然 but stronger; 即使 is for suppositions. 尽管如此 opens a new sentence: “even so”.
Watch out
As an adverb 尽管 means something else, “feel free”: 有问题尽管问 (ask whatever you like). Don’t read that as “although”.

尽管制度不断改革，超大城市的落户门槛仍然很高。
Although the system keeps being reformed, the threshold in megacities is still high.
尽管身体不舒服，他还是来上班了。
Although he was unwell, he still came to work.
