What it means
As of; up to (a cut-off date): gives the date at which a running total is counted.
How it is built
截至 + time point，figure + 已／共／达 …: 截至目前，已有五百人报名 (So far five hundred people have signed up).
When to use it
Standard in news and data reports: 截至 + a date, followed by a running total. 截止 is the deadline itself: 报名截止日期, 报名于周五截止. 到…为止 is the plain equivalent of 截至.
Watch out
Don’t confuse 截至 (as of + date) with 截止 (to close): ✗ 截止2024年底，… ✓ 截至2024年底，…; ✓ 报名周五截止. 截止 can end a sentence; 截至 needs a time after it.
Examples
截至2024年底，风电和太阳能装机已超过十四亿千瓦。
As of the end of 2024, installed wind and solar had passed 1.4 billion kilowatts.
截至目前，已有五百人报名。
So far five hundred people have signed up.
