Structure
关于 + 名词 （+ 的 + 名词） · 对于 + 名词／人 （+ 来说） ， ……
What it means
关于 means “about, on the subject of”: it names a topic. 对于 means “as for, regarding, towards”: what a view, attitude or action is aimed at.
How it is built
关于 + noun opens the sentence: 关于端午节，有很多传说 (there are many legends about the festival); or 关于 + noun + 的 + noun: 一本关于历史的书. 对于 + noun，……; 对于……来说 = “for …, in …’s eyes”.
When to use it
关于 says what a book, talk or story is about. 对于 is for attitudes and actions: 对于这个问题，大家的看法不一样. 对于……来说 is a slightly more formal 对……来说.
Watch out
A 关于 phrase must open the sentence, not follow the subject: ✗ 我关于这件事有问题。 ✓ 关于这件事，我有问题。 A 对于 phrase can do both: 我对于这件事没有意见.
