Usage and origin
The keynote of economic policy: since the end of 2011 the annual Central Economic Work Conference has called 稳中求进 the 总基调 (general keynote) of economic work, and it appears in almost every official economic report. Also used of firms, schools and teams; compare 稳字当头 (lesson 5-22).
