Structure
针对 对象／问题 ， 采取的做法 ； 做法 是针对 对象 的
What it means
Points an action, measure or remark at a particular group, problem or person: something is designed for it or aimed at it.
How it is built
针对 + target/problem，+ measure: 针对游客反映的问题，景区增加了停车位 (in response to visitors’ complaints, the site added parking). Or: 这次培训是针对新员工的.
When to use it
Written and formal: reports, plans, the news. With a person it can sound hostile: 他这话是针对我的 (that remark was aimed at me). 有针对性 means “well targeted”.
Watch out
Don’t use it just to name a topic: ✗ 针对中国历史，我知道得不多。 ✓ 关于中国历史，我知道得不多。 Use 关于 or 对于 when nothing is aimed.
Examples
传音针对当地人的需要量体裁衣，推出了能插多张卡的手机。
Transsion tailored its products to what local people needed and brought out phones that take several SIM cards.
针对游客反映的问题，景区增加了停车位。
In response to the problems visitors reported, the scenic area added more parking spaces.
这次培训是针对新员工的，老员工不用参加。
This training is aimed at new staff; existing staff need not attend.
