再 形容词／怎么+动词 也 …
What it means
“However …, still …”: even to a greater degree, the result does not change.
How it is built
再 + adjective／怎么 + verb，也 + result: 天气再冷，他也坚持锻炼 (However cold it is, he keeps up his exercise). 再怎么努力也买不起房.
When to use it
Equal to 无论多么…都, but shorter and more spoken. 再 goes after the subject: 天气再冷.
Watch out
再 here means “to an even greater degree”, not “again”. Keep 也: ✗ 天气再冷，他坚持锻炼。 ✓ 天气再冷，他也坚持锻炼。
Examples
再怎么努力也买不起房。
However hard you work, you still cannot afford a flat.
天气再冷，他也坚持锻炼。
However cold it is, he keeps up his exercise.
