What it means
In someone’s view: it frames what follows as that person’s opinion, not as fact.
How it is built
在 + person + 看来，opinion: 在我看来，这个计划风险太大 (As I see it, this plan is too risky).
When to use it
Use it to report a view, your own or someone else’s, in speech or writing. Close cousins: 依我看 (as I see it) and 照他的说法 (by his account). 对…来说 is different: it says whose situation is affected.
Watch out
Don’t mix it up with 对…来说: ✗ 在孩子看来，这本书太难了 (if you mean it is too hard for them) ✓ 对孩子来说，这本书太难了. 在…看来 is what they think; 对…来说 is how it affects them.
Examples
在孔子看来，统治者应当以道德来感化百姓。
In Confucius’s view a ruler should transform the people through virtue.
在我看来，这个计划风险太大。
As I see it, this plan is too risky.
