What it means
'All, without exception': the same rule or treatment applies to every member of a group.
How it is built
Group + 一律 + verb phrase, often with 不准, 不得 or 禁止: 晚上十点以后，外来车辆一律不准进小区 (after 10 p.m. no outside vehicles at all may enter).
When to use it
Rules, notices and announcements. 都 just says 'all'; 一律 stresses 'no exceptions'. 一概 is used more with abstract things and negatives: 一概不知.
Watch out
It is an adverb, so it can't describe a noun (✗一律的人), and it needs a group, not a single thing: ✗这本书一律八折。 ✓本店商品一律八折。
Examples
条例规定，生活垃圾一律分类投放。
The regulations say that all household waste, without exception, must be sorted before it goes in the bins.
晚上十点以后，外来车辆一律不准进小区。
After 10 p.m. no outside vehicles at all may enter the compound.
本店商品一律八折。
Everything in the shop is 20% off.
