What it means
'When it comes to …; mention … and …': opens a sentence with a topic that calls up a memory or a feeling.
How it is built
提起 + topic，people + 想到 or a reaction: 提起2003年，很多人首先想到“非典” (mention 2003 and many think first of SARS). 一提起…就… makes it automatic: 一提起考试，他就头疼.
When to use it
说起 is the same in speech; 谈到 is more formal. It is also an ordinary verb, 'to mention': 别再提起这件事了.
Watch out
It suits topics that stir a memory or feeling. For a neutral 'as for, regarding' in an argument use 关于 or 至于: ✓关于这个问题，我们有三个方案。

Mention 2003 and the first thing many Chinese people think of is SARS.
一提起考试，他就头疼。
He gets a headache the moment exams come up.
