What it means
Who on earth would …?: a rhetorical protest saying “nobody does that”, so the person or thing in front of you is out of line.
How it is built
哪有 + person / thing + 这么／这样 + verb + 的！ or 有 + person + 这样 + verb + 的吗？: 哪有你这么吹牛的！ (Who on earth brags like that!)
When to use it
Emotional and spoken: real annoyance or, in crosstalk, mock indignation. Never to a superior. Works for things too: 哪有这么贵的白菜！
Watch out
Keep the final 的: ✗哪有你这么吹牛！ ✓哪有你这么吹牛的！ It is a protest, not a real question.
