就 + 话题 + 讨论／发表意见
on; regarding (names the topic that is discussed or dealt with)
Structure
主语 就 话题／此 动词短语（展开讨论／交换意见／达成共识／作出回应…）
What it means
Formal 'on; regarding': 就 + topic names what is being discussed, answered or agreed on.
How it is built
Subject + 就 + topic (or 就此, 就…问题) + verb of discussing (讨论, 发表意见, 交换意见, 达成共识, 作出回应): 双方就合作的细节达成了共识 (The two sides reached agreement on the details).
When to use it
News, meetings and academic writing; in conversation people more often use 关于… or 说到…. 就此 means 'on this matter': 该公司还没有就此作出回应.
Watch out
就 needs a verb of discussing. For an attitude use 对: ✗ 他就这个问题很感兴趣 ✓ 他对这个问题很感兴趣. For a heading or a topic put first use 关于 (关于这个问题，…).
Examples
1919年夏天，北京的报刊就“问题与主义”展开了一场争辩。
In the summer of 1919 the Beijing press took up a debate on “problems and isms”.
到目前为止，该公司还没有就此作出回应。
So far the company has not responded on the matter.
双方就合作的细节达成了共识，下个月正式签约。
The two sides reached agreement on the details of the partnership and will sign next month.
