Structure
尽管 A，（主语）+ 还是／但是／可是／却 + B
What it means
“Even though A, (still) B”: what follows 尽管 is a fact, and the second half says what happens anyway.
How it is built
尽管 + A，(subject) + 还是／但是／可是／却 + B: 尽管外面很冷，孩子们还是想出去玩儿 (even though it’s cold outside, the children still want to go out and play).
When to use it
It works like 虽然 but sounds a little stronger. The part after 尽管 is something real; for “even if” about a case that may not happen, use 即使 (h4-14).
Watch out
Don’t confuse it with 不管 “no matter”, which needs a question or a choice after it: ✗ 尽管冷不冷，…… ✓ 不管冷不冷，…… ✓ 尽管很冷，……
Examples
尽管叔叔的腿不方便，他还是每天陪孙女玩儿。
Even though Uncle’s leg isn’t right, he still plays with his granddaughter every day.
尽管工作很忙，他还是每个周末回家看望父母。
Even though he’s busy at work, he still goes home to see his parents every weekend.
尽管外面很冷，孩子们还是想出去玩儿。
Even though it’s cold outside, the children still want to go out and play.
