Structure
（对）宾语 加以／进行／予以 双音节动词
What it means
Formal light verbs that 'carry out' an action on something. The real meaning sits in the two-syllable verb that follows: 加以研究 = study.
How it is built
(对 + object) + 加以 + two-syllable verb: 我们要对这个问题加以分析 (We need to analyse this problem). 进行 and 予以 are built the same way: 对问题进行研究.
When to use it
Written and official. 加以 deals with a matter (分析, 解决, 保护); 进行 is a sustained formal activity (讨论, 调查); 予以 grants something (批准, 支持, 处罚). In speech use the verb alone.
Watch out
The verb takes no object after it; move the object in front with 对: ✗ 加以分析问题 ✓ 对问题加以分析. No one-syllable verbs: ✗ 进行看 ✓ 进行观察.

How their labour rights are to be protected has become a focus of public concern.
我们要对这个问题进行研究。
