What it means
“(Do) non-stop, keep on … endlessly”. 不停 is neutral; 没完 sounds annoyed.
How it is built
Verb + 个 + 不停／没完: 外面的雨下个不停 (outside, the rain kept falling). With an object, repeat the verb: 他打电话打个没完 (he was on the phone forever).
When to use it
Spoken. 个 here is not a measure word; it links the verb to an endless result. Choose 没完 to complain: 你别说个没完！
Watch out
No object between the verb and 个: ✗ 打电话个没完 ✓ 打电话打个没完.
