What it means
All …, regardless of …: a classical-style statement that something holds for every member of a group, whatever the condition.
How it is built
(凡 + group) + 不论 + condition，皆 + predicate: 凡会员，不论消费多少，皆可打九折 (All members, however much they spend, get 10% off).
When to use it
Written, classical in tone: rules, notices, history. Everyday version: 不管…都…. Cousins: 皆／均 = 都, 亦 = 也, 即 = 就是, 乃 = 是 or 才, 尚 = 还.
Watch out
不论 needs an open choice (贵贱, 多少, 是谁), not a plain fact: ✗ 不论他很忙，皆… ✓ 不论多忙，皆…. 皆 goes before the verb, like 都.
Examples
凡男子不论出身贵贱，皆可报名参加考试。
Any man, whatever his birth, could enter the exam.
凡本店会员，不论消费多少，皆可享受九折优惠。
All members of this shop, however much they spend, get 10% off.
