What it means
“No matter …; whatever …”: the colloquial cousin of 不管 (无论 is the written one). The result stays the same in every case.
How it is built
别管 + question word／A不A／A还是B ， 都／也 + result: 别管谁打电话来，都说我不在 (whoever rings, tell them I'm not in).
When to use it
Casual speech; 不管 is neutral and 无论 written. On its own, 别管 is just “never mind; leave it”: 别管我，你们先走.
Watch out
It needs an open choice after it, never a plain statement. ✗ 别管他很忙，都… ✓ 别管他忙不忙，都…. Don't forget 都 or 也 in the second half.

别管刮风还是下雨，他每天都六点起床跑步。
Come rain or shine, he gets up at six every day to run.
别管谁打电话来，都说我不在。
Whoever rings, tell them I’m not in.
